Celebrating its 15th Anniversary this year, the YCLA was conceived to recognise and honour outstanding young people in the community who make a difference through their actions, behaviour and leadership, and who serve as role models for the youth of Cayman.

Seating for the YCLA event starts at 6:00 pm and the doors close at 6:45 pm. to accommodate the live telecast of the Awards ceremony on Cayman 27. Following the live telecast, the doors re-open at 8 pm for the remainder of the evening’s celebrations.
Our five finalists for this year are, once again, some of Cayman’s best and brightest, and all are deserving of recognition. They are: Taylor Burrowes-Nixon, of George Town; Robbie Crib, of South Sound; Rebekah Jefferson, of West Bay; Kellie McGee, of Savannah; and Stephen Watler, of Savannah.
In addition, the evening will include special guest speaker Debra Searle, who will tell the fascinating story of her solo journey rowing across the Atlantic.

Older Persons’ Month Starts with a Bash

Cayman Islands Hospice Care has a clinical volunteer programme
Our clinical volunteers are trained to provide assistance and support in many ways, from companionship to transportation and running errands. Their roles are guided by a patient’s needs. They are recruited, screened/ trained and are obligated to maintain privacy/ confidentiality and to respect patients/ family members choices.
Care is taken to match patients with volunteers who have similar interest, or speak the same language, have similar personalities live nearby or are otherwise deemed a good fit.

Caymanian Martina Watler receives the Junior Runner-Up prize for her submission to the Queen’s Commonwealth Essay Competition
On Thursday 15th October, eleven-year old Nathan Swain – the Junior Winner of The Queen’s Commonwealth Essay Competition 2015 – received his award at a special reception at Buckingham Palace hosted by HRH The Duchess of Cornwall on behalf of HM The Queen.
Nathan’s winning essay highlighted the importance of learning and the future of his community on the remote island of Tristan da Cunha, which has a population of just 300 people.
A pupil at the island’s St Mary’s School, Nathan attended the event with his parents, Paula and Mark Swain. Also attending the event were: the Junior Runner-up, thirteen year old Martina Watler, a pupil at St Ignatius Catholic School, Cayman Islands; the Senior Winner, Paraschos Cant, a pupil at Pascal English School in Limassol, Cyprus; and the Senior Runner-up, eighteen year old Tawanda Mulalu, a pupil at Maru-a-Pula School in Gaborone, Botswana.
Guests at the reception came from across the Commonwealth and included representatives from Friends of the British Overseas Territories, the Governments of Cyprus and Botswana and various other Commonwealth organisations.
The event was both an opportunity to recognise the achievement of the winners and an occasion to open The Queen’s Commonwealth Essay Competition 2016, with the theme ‘An Inclusive Commonwealth’.
In 2015, the competition, which is run by the RCS in partnership with Cambridge University Press, received over 13,000 entries, made up of more than 7,200 Junior-level entries and more than 5,800 Senior-level entries from 49 countries and territories across the Commonwealth.
Nathan said: “I am so amazed and excited to be the Junior Winner, and I’m proud of myself as I never thought I could win.”
“We had to travel on a ship for six days, then we stopped in Cape Town for three days, then an airplane to London. It’s a nice place but there’s a lot of people!”
Mike Lake CBE, Director of the Royal Commonwealth Society said: “The Royal Commonwealth Society is delighted that in its 132nd year, the Essay Competition has received a record number of entries and that submissions came through from all across the Commonwealth. I am particularly impressed by the way in which young people are able to articulate thoughts of great maturity and insight that will be important to the world in which they will grow up. The Queen’s Commonwealth Essay Competition was founded in 1883 and is the world’s oldest and largest schools’ international writing contest. For 2015 the competition was sponsored by Cambridge University Press. It received over 13,000 entries, made up of more than 7,200 Junior-level entries and more than 5,800 Senior-level entries from 49 countries and territories across the Commonwealth.
The theme of the 2015 competition was the Commonwealth Year Theme, ‘A Young Commonwealth’.
The Royal Commonwealth Society is a network of individuals and organisations committed to improving the lives and prospects of Commonwealth citizens across the world. GFSC signs AIFMD MoUs with the HKMA and the SFC

The Gibraltar Financial Services Commission (GSFC) has signed MoUs with both the SFC and HKMA regarding consultation, cooperation and the exchange of information related to the supervision of AIFMD entities.
CEO of the GFSC, Samantha Barrass, says: “Signing the AIFMD MoUs with the two Hong Kong regulators is an important development for us. It supports open, strong cooperation with the SFC and the HKMA in our regulation of AIFMD establishments, and is a very useful tool for us as a regulator”.
These are very welcome agreements for the GFSC, especially following the recent marketing initiative to Hong Kong by a Gibraltar delegation from the financial sector which was led by Minister for Financial Services, Albert Isola.
Minister Isola says: “Our marketing trip to Hong Kong was a very successful visit. We had a strong group of professionals from Gibraltar’s financial services sector provide a very good case for us as a safe and secure jurisdiction with which to do business.
“The Hong Kong visit included presentations and discussions for professionals, offering an interesting and productive insight in to one another’s financial markets, and offered the potential for our jurisdiction to gain new business.
“The two AIFMD MoUs enhance Gibraltar’s relationship with Hong Kong, which we hope will strengthen and develop going forward”.

Chartered Institute of Taxation wants offshore offence changes

The Chartered Institute of Taxation (CIOT) has come out in favour of changes to the ‘strict liability’ offence for offshore evasion by urging more safeguards to be put in place.
The accountancy body has warned that taxpayers risk being sent to jail without any proof that they actually intended to cheat the taxman.
Minimum threshold
The main argument revolves around the statutory minimum threshold of evaded tax standing at a proposed £5,000, which the Institute says is too low to offer protection to taxpayers in complicated cases.
The CIOT says that the threshold should be at “a more appropriate level” of £25,000 if the aim of the offence is to target serious offshore tax cheats.
HMRC set the original level intending to ensure that people who make errors concerning relatively small sums do not risk a prison sentence of up to six months.
Limiting the scope
CIOT’s John Cullinane said: “We are pleased to note that there will be a statutory defence of reasonable care,” adding: “This will be vital in limiting the scope of the offence.”
The CIOT also suggested that the measure should have a ‘sunset clause’ included, which would mean HMRC would have to go back to parliament to extend it.
“We are also concerned that this proposal could be counterproductive for HMRC because the fear of prosecution, with no need to prove intention on HMRC’s part, could discourage taxpayers from coming forward voluntarily,” concluded Cullinane.
