ST. LOUIS • A federal judge on Tuesday approved an order seeking the extradition of a man who had been living in Arnold to a Caribbean island to face charges of murdering a California woman.

Senad Cejvan, 31, is a Bosnian native who was staying with his sister in Arnold until his arrest Aug. 17, extradition documents say. Those documents accuse Cejvan of killing Kavya Lekha Guda, 24, a medical student, on the island of Saba in the Netherlands Antilles, also known as the Dutch Caribbean.

Guda’s body was found April 15, 2015. Extradition documents say that she and Cejvan and others left a nightclub around midnight and went to Guda’s home. Cejvan took another woman home but returned later to Guda’s home where he strangled her with the sleeve of a jacket, the documents claim.

Although another man was arrested in June 2015, extradition documents say DNA from Cejvan’s toothbrush matches DNA found on Guda’s body. After he was dismissed from medical school, he left Saba on May 20, 2015, for Miami. Investigators later found images containing child pornography on his computer, documents say.

Investigators also believe he sent threatening emails, the documents say.

Cejvan later studied at a medical school in Poland, leaving there for St. Louis on June 24, 2016.

In her order, U.S. Magistrate Judge Noelle Collins wrote that Cejvan contested the sufficiency of the evidence against him, citing the other man’s arrest, and complaining that witnesses were biased against him.

But Collins wrote that an extradition hearing is not the forum to resolve potential evidentiary inconsistencies.

She wrote that the extradition hearing is not a trial but “a means of ensuring that probable cause exists to believe the person whose surrender is sought has committed the crime for which his extradition is requested.”

Cejvan’s lawyer could not be immediately reached for comment.
