Local preference for PS jobs
Changes to the Cayman Island Public Service are designed to benefit the general public according to the Island Government.
Under reforms to the Public Service Management Law published in the Cayman Gazette, most new appointments to the Public Service will be open-ended for Caymanians but expatriate workers from other countries will be on three-year fixed terms.
The new law will also introduce performance enhancement contracts for Public Servants, which means they can be terminated for non-performance.
This change will require a scoring system to ensure PS staff are able to track their own performance and possibly see warning signals in good time.
In a statement, the Government said the dismissal process for poor performing PS staff would be a meticulous process that would go through various levels.
Under the terms of employment of chief officers and other senior officials, Caymanians will also be employed on an open term agreement.
The new law says that Caymanians will not need as much rigorous testing of qualifications, since they only have to match an overseas contender to win the appointment.
Under the new law, both Chief Officers and official members can be reappointed after retirement, but only for a fixed term and after having obtained a certificate of medical fitness.
