Mandatory training for board and committee members to be presented to government
A proposal for mandatory training for Members of Boards and Committees on good governance and applicable Laws will be presented to the new Government. 1. Welcome
The Acting Deputy Governor welcomed everyone and prayer was offered.
2. Formal Approval of Minutes
The March 18 meeting minutes were approved by all attendees for circulation.
3. Matters Arising from the Minutes
. Preparation for New Government – A proposal for mandatory training for Members of Boards and Committees on good governance and applicable Laws will be presented to the new Government. The Portfolio of the Civil Service has facilitated a Handbook for Directors on the subject of public sector good governance and is prepared to offer training when new Boards are appointed. It was noted that UCCI has expressed an interest in assisting with the training. A Code of Conduct for new Board Members will be discussed by Chief Officers.
.Data Security Presentation by Deloitte – the Cabinet Secretary has met with Deloitte and has spoken with the CIG Computer Services Department. He will meet with the Deputy Governor to discuss further.
. Dress Down Day on 28 March – the Dress Down Day for Attention Deficit Disorder was very well received. There were over 200 Civil Servants who participated from Grand Cayman and Cayman Brac. The next Dress Down Day will be in support of a charity in Cayman Brac.
4. Presentation – Audit Office
Mr. Martin Ruben from the Office of the Auditor General and the audit team presented an overview of a draft performance audit plan for the review of travel and hospitality expenditures in core government. The report is planned to be issued at the end of September and the team is looking forward to getting co-operation from government officials during the course of the audit.
5. Voluntary Separation Policy
The latest draft of the policy had been circulated to Chief Officers for their review and feedback. It was noted that during the latest round of consultation, broad feedback had been received. Chief Officers agreed to offer their final feedback on the Voluntary Separation Policy by the 16th April 2013.
6. Anti-Sexual Harassment Policy
This policy is still in the consultation phase and has been circulated to Chief Officers for their review and feedback. It was agreed to extend the deadline for Chief Officers to give feedback until the 29th April 2013.
7. Any Other Business
. UCCI, in collaboration with the Ministry of Education, the Ministry of Health, the
Health Services Authority and Nursing Advisory Council launched the Bachelor of Science Degree in Nursing on 4th April. Graduates are eligible to write Regional Exams for Nurse Registration (RENR). Applications are open until 1st May.
.On the 12th April the Clifton Hunter High School was officially opened with a ceremony that celebrated the historical contributions to education of Mr. Clifton Hunter, and the contribution of three Ministers to the project. Other highlights included tours of the facilities by students.
. The Cabinet Secretary advised that as the Legislative Assembly has been dissolved, no Cabinet Papers, which require tabling in the Legislative Assembly should be submitted until after the General Elections in May.
.The Cabinet Secretary will circulate a draft briefing note template for feedback.
. Children Law – the Grand Court Rules Committee is finalizing the rules to accompany the Law. It is hoped that these will come into effect on 29th April.
