US FATCA AND UK FATCA
Users of Cayman Islands vehicles which fall within the scope of US FATCA and UK FATCA as Reporting Financial Institutions (which will, for example, include most Cayman funds) are reminded that the previously extended deadline issued by the Cayman Islands Department for International Tax Corporation to complete their notification and reporting to the Cayman Tax Information Authority is 10 August 2016.
Cayman Reporting Financial Institutions are reminded that their obligations under FATCA will include:
Registration with the United States IRS to obtain a Global Intermediary Identification Number (GIIN) (US FATCA only)
Due diligence on investors and identification of any reportable accounts
Registration and applicable notifications with/to the Cayman Islands Tax Information Authority by the FATCA Deadline
CRS
Cayman Reporting Financial Institutions are also reminded that for CRS the deadline for conducting due diligence on pre-existing high value individual reportable accounts is 31 December 2016.
Reporting Financial Institutions are urged to confirm with their internal compliance function or external FATCA/CRS services provider that the requisite notifications and reporting requirements have been or will be met.

How would you handle this situation, if it was you in the position.
Immigration insisted that the position be given to a Caymanian. And that you must receive training to take over from the x-pat when their work permit is expired. You’re the only Caymanian on staff. All the x-pats treats you with animosity…and none of them speaks to you. When you’re given a task to do, they don’t tell you how to do it; tells you to go figure it out.. you have not gotten any training since you took the job.. you were attending classes before and they insisted on paying for your classes, even though you didn’t want them to. Now they are pressuring you to pass all your exams.. so you find yourself working under tremendous pressure and stress…this Caymanian have no idea how to deal with this issue. Any advice would be appreciated. (It’s not me) just trying to help the person.

Nobel Laureate Stiglitz leaves Panama Finance Committee

PANAMA CITY – Nobel economics laureate Joseph Stiglitz has quit a committee set up by Panama’s government to study the country’s financial system following the leak of a trove of data about offshore accounts set up by a Panamanian law firm.
Panama’s foreign ministry said Saturday that Stiglitz resigned over “internal differences” that it did not explain. Swiss law professor Mark Pieth also resigned.
The committee of experts was set up in April following the international uproar over the leak of the so-called “Panama Papers” revealed details on offshore accounts that helped foreigners shelter their wealth.
The panel is supposed to give recommendations on making it more difficult for people to use Panama’s financial services sector for illegal activities.

A new view of Greenland’s melting glaciers
NASA researchers have helped produce the first map showing what parts of the bottom of the massive Greenland Ice Sheet are thawed — key information in better predicting how the ice sheet will react to a warming climate.
Greenland’s thick ice sheet insulates the bedrock below from the cold temperatures at the surface, so the bottom of the ice is often tens of degrees warmer than the top, because the ice bottom is slowly warmed by heat coming from Earth’s depths. Knowing whether Greenland’s ice lies on wet, slippery ground or is anchored to dry, frozen bedrock is essential for predicting how this ice will flow in the future, But scientists have very few direct observations of the thermal conditions beneath the ice sheet, obtained through fewer than two dozen boreholes that have reached the bottom. Now, a new study synthesizes several methods to infer the Greenland Ice Sheet’s basal thermal state — whether the bottom of the ice is melted or not — leading to the first map that identifies frozen and thawed areas across the whole ice sheet.
“We’re ultimately interested in understanding how the ice sheet flows and how it will behave in the future,” said Joe MacGregor, lead author of the study and a glaciologist at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “If the ice at its bottom is at the melting-point temperature, or thawed, then there could be enough liquid water there for the ice to flow faster and affect how quickly it responds to climate change.”
From their analysis, MacGregor and his colleagues determined that the bed is likely thawed under Greenland’s southwestern and northeastern ice drainages, while it’s frozen in the interior and west of the ice sheet’s central ice divide. For a third of the Greenland ice sheet, there’s not enough data available to determine its basal thermal state.
MacGregor said the team’s map is just one step in fully assessing the thermal state of the bottom of Greenland’s ice sheet.

Cricket: Jamaica Tallawahs clinch Caribbean title

Basseterre – Chris Gayle smashed his 78th half-century in Twenty20 cricket as the Jamaica Tallawahs beat the Amazon Warriors by nine wickets in the final of the Caribbean Premier League.
The Warriors were dismissed for a paltry 93 with Pakistani left-arm spinner Imad Wasim grabbing 3 for 21.
For the Warriors, only Pakistan all-rounder Sohail Tanvir made a difference with the bat, making 42 from 37 balls after being promoted up the order to four.
Jamaica romped home with 43 balls to spare thanks to Gayle’s 54 as his side won their second CPL title.
Gayle was not there at the end when the winning runs were struck having fallen to the bowling of Rayad Emrit as he went for another six.
Instead it was Sri Lanka star Kumar Sangakkara who hit the winning runs.

4 drown in 2 incidents in Trinidad

DROWNINGGUARDIAN (TT) – Coast Guard divers, police and Air Guard officers mounted a land, sea and air search in the choppy waters of the Atlantic Ocean yesterday, after four people, including a nine-year-old child and a teenager, drowned in two separate incidents at Mayaro and Manzanilla.
The bodies of pensioner Morris Sammy and his granddaughter Anna Ali were recovered, but up to press time there was no sign of Deoraj Harridass, 49, and his 13-year-old step-daughter Ranesha Basdeo.
The first drownings occurred at the Ortoire River, off the Manzanilla Road, around 7.30 am, when Basdeo went to wash her hands near the mouth of the river. Police said the child did not realise there was a 12-feet drop near the river bank and she slipped in. Basdeo, an estate constable with Allied Security Services, dived in to save her but was pulled in by the strong undercurrents. While the family hurriedly called for help, the man and his step-daughter were washed further out to sea.
They both were residents of Robert Street, Tableland. Basdeo attended the Tableland High School and was preparing to enter Form Two in September.
The family had gone on a camping trip for the weekend. Relatives milled around the area where the family had spent the night under a white tent and mattresses, but refused to speak with the media yesterday.

Greenhouse gas levels exceed 400 ppm for the first time
Last year was the warmest year on record for land and sea since at least the mid-to-late 19th century, when detailed records were first kept.
A recent study based on the work of more than 450 scientists worldwide confirmed on Tuesday, that greenhouse gas concentrations were the highest on record, exceeding 400 parts per million for the first time. Manmade climate change and seasonal El Nino climate patterns prevailed in 2015, and melting ice pushed sea levels to the highest ever, about 70 mm (2¾ inches) above the 1993 average. Over the past two decades, the level has risen at an average of 3.3 mm (0.15 inch) per year, with the highest gains in the western Pacific and Indian Oceans.
The State of the Climate report, published by the American Meteorological Society, followed a report by two U.S. government agencies which found 2015’s global average temperature was the hottest ever by the widest margin on record.
The annual study, led by Boulder Colorado’s National Oceanographic and Atmospheric Administration (NOAA), will likely add fuel to the ongoing debate over global warming policies such as the international agreement forged in Paris in December.
The record heat in 2015 was driven by a combination of long-term global warming and one of the strongest El Nino climate patterns in at least half a century, it said. El Nino brings unusually warm water in the Pacific Ocean after late December and can cause catastrophic weather conditions.
Last year was the first time that Earth was 1.0 degree Centigrade (33.8 degrees Fahrenheit) warmer than preindustrial times, the report said.
The report also found that Arctic land surface temperatures were the highest in 2007 and 2011 since record keeping began in the early 20th century, reducing sea ice and affecting marine animals.

His Principal Private Secretary Bernard Woolley, is usually caught between the two. The British comedy, written by Sir Antony Jay and Jonathan Lynn, was fist broadcast by BBC Television in the 1980s has now been adapted to the Cayman stage by Chuck and Barrie Quappe. As the Cayman Parliamentary system is based on Whitehall, any of the situations will be undeniably familiar to all that live in Cayman!

Further to our previous update in relation to the extension of the deadlines for both notification and reporting by Reporting Financial Institutions (“Reporting FIs”) through the Cayman Islands AEOI Portal (the “Portal”), Reporting FIs are reminded to complete any applicable FATCA notification and reporting for both US FATCA and UK FATCA (CDOT) through the Portal on or before the deadline of Wednesday, 10 August 2016. In the days running up to the deadline, users should expect heavy traffic on the Portal.

Cayman Islands Liquor Licence Holders: Remember your 19 August deadline
Liquor licence holders – including those with music and dancing licenses – are reminded of the Friday, 19 August deadline to apply for licence renewals.
They also are reminded that before they can apply for a renewal, their premises must be inspected by relevant Government agencies. Depending on licensees’ particular operations, these inspections may include the Fire Service, Department of Environmental Health, Planning Department, and Port Authority.
To help speed up the process, the Planning Department has advised that licensees must have inspections done by private, licensed plumbers and/or electricians. These inspections are then submitted to the Planning Department for approval.
The Planning Department added that there are a few exceptions. For example, package licences (for retail outlets such as stores and warehouses) do not require electrical or plumbing inspections.
Only complete renewal applications, with either inspection certificates or proof of inspection requests, that are submitted by the 19 August deadline will be heard at the Liquor Licensing Board’s annual session on 30 September.

Cayman Islands: LCCL applicants must advise TBL board of Caymanian participation
In order to ensure that the law is upheld, procedural changes for the Local Companies (Control) Licence Law (LCCL) will come into effect on 1 September 2016.
The LCCL requires foreign investors to publish ads that solicit Caymanian participation in their potential business endeavours. In these ads, Caymanians are asked to inform the foreign investor of their interest, in writing; however, as of 1 September, Caymanians also must supply a copy of that letter directly to the Trade and Business Licensing Board.
Also, when submitting their applications to the board, foreign investors must include copies of the two local newspaper ads, published in accordance with section 11 (4) (e) of the law, that solicited Caymanian participation.
‘These procedural changes will help the board to know if the applicant has complied fully with the LCCL’, said Minister of Commerce Wayne Panton.
LCCL applications must be submitted in person at the Business Licensing Counter, on the first floor of the Government Administration Building. The counter is open Mondays to Fridays, between 9:00am and 4:00pm. In addition to the two newspaper ads, applications must be accompanied by due diligence such as a police clearance, copies of passports, references, and the relevant fees.

Early Watercolours
Rarely displayed watercolour paintings from the early collections of the National Gallery of the Cayman Islands (NGCI) and the Cayman Islands National Museum (CINM) will be on show at the National Gallery throughout summer. The temporary exhibition titled, A Legacy of Light features a wide selection of landscapes, seascapes and architectural studies by both established and lesser-known artists from the Cayman Islands. The exhibition opens to the public 1 July 2016 and ends 16 September 2016.
