The Utility Regulation and Competition Office (‘OfReg’) conducts random fuel quality testing at various fuel storage and dispensing locations across the Cayman Islands, to ensure the quality of fuel remains at the highest standard throughout the supply chain, until it gets into end-users equipment for consumption.

On 12 August 2020, OfReg received a Freedom of Information Request for inspection reports, which show the quality of different fuels at all gas stations on the island, and other related matters. The applicant was informed that OfReg conducts random testing as part of its fuel-sector consumer protection activities, and the results are published on OfReg’s website. Although OfReg publishes the results on its website – for a number of reasons – the names of the fuel facilities are not identified, but instead, a coded reference for each of the sites is included in the test results. This codification of the site names began in 2013 when the Petroleum Inspectorate (the predecessor entity) conducted a fuel quality investigation in the Cayman Islands. The request to reveal the names of the places was denied and the reasons were provided by OfReg in its formal response to the applicant.

The applicant appealed the matter to the Ombudsman, who ordered the codes to be released. In this regard OfReg welcomed the decision by the Ombudsman, and has now published this information on its website. For further information, please see attached link.

OfReg reiterates its commitment to ensuring the quality of fuel delivered, whether at the gas stations or for commercial users, is maintained at the highest standard. Any issues arising from the use of fuel that has not otherwise been additised or adulterated, should be addressed with the fuel suppliers, and escalated to OfReg in cases where the outcome is not satisfactory.

I can only wonder at how OFREG can state they “welcomed the decision by the Ombudsman, and has now published this information on its website”? When they REFUSED to give this information in the first place!!!  Who are they kidding?
