George Town, Grand Cayman – 18 December 2023. The Cayman Islands are once again setting sail towards a brighter future with the reintroduction of “Plan Cayman,” the National Development Plan. This transformative initiative, led by the Central Planning Authority (CPA), enjoys the steadfast support of and collaboration with the Ministry of Planning, Agriculture, Housing and Infrastructure (PAHI), the Department of Planning (DoP), and the Ministry of Sustainability and Climate Resiliency (MSCR).

“Plan Cayman” represents not just a fresh chapter but a reinvigorated vision, deeply rooted in the collective wisdom and aspirations of the Cayman Islands community. It hopes to represent a dynamic transformation of the physical development and land use framework for the Cayman Islands, replacing the outdated 1997 Development Plan. It aims to more accurately reflect the evolving needs of the country. Central to this Development Plan is the commitment to enhancing the quality of life for both residents and visitors of the Cayman Islands by ensuring that development promotes a sustainable and desirable balance of economic, social and environmental outcomes.  “Sustainable development” therefore attempts to meet the needs of the present without compromising the ability of future generations to meet their own needs.

The reintroduction of “Plan Cayman” underscores the ongoing commitment to inclusive and transparent governance. Recognizing the pivotal role of public input and support, the CPA, DoP, and Ministries have enhanced the ‘Consultation Strategy’ to broaden outreach and engagement efforts.

The renewed strategy will harness various communication channels to offer opportunities for engagement by all stakeholders, in a meaningful dialogue that is essential for the plan’s legitimacy and effectiveness. This inclusive approach aims to foster a sense of ownership among residents, ensuring that Plan Cayman authentically reflects the community’s vision for responsible development and land use.

As we embark on this renewed journey with “Plan Cayman,” we embrace the opportunities and challenges that lie ahead. The Ministry of Planning, Agriculture, Housing and Infrastructure is wholeheartedly dedicated to guiding this process diligently, making “Plan Cayman” a model of thoughtful planning and community engagement for years to come.

About the Development Plan:  The Development Plan is intended to be a long-range comprehensive plan used to guide physical development and the overall use of land in the Cayman Islands. The purpose of the plan is to assist residents, developers, government agencies and both the Central Planning Authority (CPA) and the Development Control Board (DCB) through the development process by presenting national goals and objectives. The first Development Plan was adopted in 1977 and was revised in 1997. Proposed amendments were submitted in 2002, however were never adopted. Whereas the previous Development Plans contained broad statements, this review process will set out both strategic goals as well as specific implementation strategies, including amended legislation. A review of the Development Plan is required under section 10(1) of the Development and Planning Act (2021 Revision)

About the Central Planning Authority (CPA): The Central Planning Authority (CPA) is a statutory authority appointed by Cabinet to oversee and review the physical development of Grand Cayman. The primary functions of the CPA are to review and make decisions regarding development applications, prepare development plans, make recommendations to Cabinet regarding amendments to the Law and Regulations and ensure that development proposals conform to the plan. Regarding the Development Plan, it is the Authority’s role to: “…secure consistency and continuity in the framing and execution of a comprehensive policy approved by the Cabinet with respect to the use and development of the land in the Islands …” (Section 3A, 4(1) Development and Planning Act 2021 revision) The Authority consists of 13 voting and 1 non-voting member. Voting members represent all districts. The Chairman of the Development Control Board is automatically a member of the CPA, along with the Executive Secretary (non-voting), who is the Director of the Department of Planning.

About the Development Control Board (DCB): . The Development Control Board (DCB), much like the Central Planning Authority (CPA), is primarily responsible to oversee the development. However, the Development Control Board (DCB) is specifically regulates the development for the Sister Islands –  Cayman Brac and Little Cayman. The DCB’s functions are directed primarily by Appendix 1 and 2 of The Development Plan 1997 ‘Guidelines for Development Control in Cayman Brac and Guidelines for Development Control in Little Cayman’. The DCB consists of eight (8) members along with the Executive Secretary (non-voting), who is a member of staff from the Department of Planning
