A Royal Cayman Islands Police Service (RCIPS) Inspector who was demoted to a police constable has been reinstated to his former position complete with all back due pension and salary emoluments from mid-September 2012.

Inspector Richard Hartford demotion came after a disciplinary hearing after being accused of causing “a stop notice to be placed on the immigration file of Mr. Altemond Rowe, a member of the special constabulary, at the Owen Roberts International Airport without there being a criminal investigation being carried out against the said Mr. Rowe.”

Hartford denied the charges and after being found guilty and demoted he sought a judicial review of the matter. Hartford claimed there was either no evidence or insufficient evidence to support the demotion ordered by RCIPS Deputy Commissioner Steve Brougham.

The judicial review was due to start on 26^th March but an agreed settlement was reached.
