The future of local television broadcasting in the Cayman Islands

ICTAFrom Information and Communications Technology Authority (“ICTA”)

The ICTA will in early 2014 call for inputs from all those interested in the future of local television broadcasting in the Cayman Islands, with the aim of providing recommendations to Government in relation to local television content.

There is currently a discussion as to what local television means and this procedure will allow an opportunity for all to provide their views to the ICTA on this important issue of public interest.

As background, as part of their provision of television services, LIME, Logic and WestStar each provide a free television channel (sometimes referred to as a local channel) to the public.

Logic (on Channel 23) and WestStar (on Channel 27) provide their local channel by broadcasting their channel over-the-air. If your television set is unable to receive those channels, you may want to call the provider to get the specifics on what may be required to receive their channel. How you can receive the channel may depend on the type of television set that you have.

LIME provides its free channel by installing a free LIME ‘box’ in your home that connects directly to your television set. You need to visit one of LIME’s retail stores to ask for it to be installed. There are no fees for the installation of this box.

The type of local content provided by each Licensee (or ‘provider’) currently varies and includes such programmes as local talk shows, educational, government information services and live coverage of the proceedings of the legislature.

Also, two other additional Licensees are licensed by the ICTA to provide television services, Infinity Broadband, who call themselves C3, and Digicel but they are not yet providing such services.

The ICTA is an independent statutory authority responsible under the ICTA Law (2011 revision) for the regulation and licensing of telecommunications, broadcasting, and all forms of radio which includes ship, aircraft, mobile and amateur radio. The ICTA conducts the administration and management of the .ky domain, and also has a number of responsibilities under the Electronic Transactions Law
