Cayman Islands: Butterfield adjusts loan rates in response to FED funds increase
George Town, Grand Cayman—15 March 2017: Butterfield Bank (Cayman) Limited. (“Butterfield” or the “Bank”) (NYSE: NTB | BSX: NTB.BH) announced that, in alignment with today’s 25 basis point increase in the US Federal Funds Rate, the Bank has adjusted its KYD and USD Prime rates.
The KYD and USD Prime rates for residential mortgages, consumer loans and commercial loans will increase from 3.75% to 4.00%.
The rate increase will take effect on 17 March 2017.
Butterfield is not adjusting deposit rates at this time.
Cayman Islands Conservation Council Meeting 22 March 2pm

US Judge blocks Trump’s second travel ban

Hours before it was to take effect, President Trump’s revised travel ban was put on hold Wednesday by a federal judge in Hawaii.
“This ruling makes us look weak,” Trump said, vowing to fight the “unprecedented judicial overreach… all the way to the Supreme Court.”
Following the second version of the ban, almost 70 tech companies backed away from their proposed legal suit, representing more than half of the original 127 signatories.

Cayman Islands HMCI Tsunami Response Exercise
On Tuesday, 21 March 2017 the Cayman Islands will join other localities in the Caribbean as a participant in an annual tsunami response exercise called the CARIBE WAVE 17.
The purpose of the exercise is to evaluate local tsunami response plans, increase tsunami preparedness and improve coordination throughout the region.
The exercise will include a public notification via text message.
All FLOW and Digicel customers will receive a text message at 9:10 a.m. on Tuesday that reads: “MESSAGE ALERT: This is a test of the Emergency Notification System for the 2017 Tsunami Exercise. THIS IS ONLY A TEST.”
Once the exercise is complete a final text will follow with a survey link. Hazard Management asks the public to please take the online survey to evaluate the success of the excise.
Royal Caribbean Cruises passenger alleges negligence caused he fall near flowrider on ship
MIAMI – A woman alleges she had to leave a cruise early to obtain medical treatment needed because of a fall on the ship.
Cheryl Hill filed a complaint on March 10 in the U.S. District Court for the Southern District of Florida against Royal Caribbean Cruises LTD alleging negligence.
According to the complaint, the plaintiff alleges that on Dec. 5, 2016, she fell because of a slippery surface on the deck near the Allure of the Seas’ flowrider attraction. She alleges she sustained a severe fracture to her left ankle, aggravated a herniated disc in her lumbar spine, suffered from physical impairment and/or disability, mental anguish, and the loss of capacity for the enjoyment of life, and had to fly home early to obtain emergency medical care.
The plaintiff holds Royal Caribbean Cruises LTD responsible because the defendant allegedly failed to ensure that the deck is kept in a reasonably safe condition, failed to conduct timely and routine inspections of the deck area, and failed to post appropriate slip hazard warnings at the bleacher area.
The plaintiff requests a trial by jury and seeks judgment against defendant, damages, prejudgment and post-judgment interest, attorneys’ fees, and costs. She is represented by Farris J. Martin III and James W. Stroup of Stroup & Martin PA in Fort Lauderdale.

British visitor raped in Barbados

BRIDGETOWN, Barbados, Mar 13 2017 – Police have arrested and charged a 34-year-old man in connection with the rape of a 46-year-old British visitor.
David Omar Best of Orange Hill, St James appeared before Magistrate Wanda Blair in the Holetown Magistrates’ Court today and was remanded to prison to reappear in court on April 10.
The alleged rape occurred on Sunday, March 5 at the Holetown Beach in St James.

Royal Caribbean plans to beat its own record for the world’s largest cruise ship

Royal Caribbean boasts the world’s largest cruise ship, but the ambitious cruise line is set to break its own record with the Symphony of the Seas.
The new ship will be ready for its maiden voyage in April 2018, and its first trip will take travellers to Barcelona and Palma de Mallorca, Spain; Provence, France; and Florence/Pisa, Rome and Naples, Italy.
The cruise line’s current record-holding ship is the Harmony of the Seas, which began sailing last year and has an incredible list of amenities, like a 10-storey slide, a robotic bar and a zip-line. The new ship is set to have all of the “ground-breaking innovations and thrilling experiences” of its predecessor, and is likely to see more. The ship is planned to be 1188-feet long, 215.5-feet wide, with 16 guest decks and room for 6780 guests.
After its maiden voyage, the ship will take on island-hopping trips through the Caribbean, leaving from the brand new PortMiami Terminal A, which is currently under construction. While the trips won’t happen until 2018, the company is taking bookings for the first few trips.

NWDA Heads to Cayman Brac
Representatives from the National Workforce Development Agency (NWDA) will host a number of public meetings in Cayman Brac from Wednesday 15 March to Friday 17 March 2017. .
NWDA officials will assist with online registration for employers and jobseekers through the National Job Link programme on the following dates and times.

- Thursday, 16 March, 9 a.m.—5 p.m.
- Friday, 17 March, 9 a.m.—2 p.m.

Cayman Islands survey aims to capture awareness and training on FATCA and CRS
Local consulting firm FTS has launched a survey to capture the level of awareness and training on two recent financial services initiatives, FATCA and CRS.
“These two initiatives are considered fairly recent and it would be useful to understand the general level of awareness and training to date. That type of information, particularly when broken down by industry, positions, number of years experience, etc. can help to inform others in the industry responsible for training, but it’s also a great way to measure the general compliance culture with respect to these issues”, said Mr. Paul Byles, Director of FTS.
Mr. Byles added that there is a general need to carry out similar surveys on a wide range of issues directly relating to financial services and that a few more surveys are planned in the future by FTS.
“We have had a good response rate so far and I am hoping that we can get a lot more as that would give us a smaller margin of error on the results.” he said.
The survey is anonymous and is targeted at all staff working in the financial services industry and not solely at compliance professionals.
“I have received full cooperation from most of the local financial services industry associations in sending the survey out to their members and am very grateful for that”, he added.
A summary report will be prepared and submitted to the various industry associations that participated to share with all their members.

Cayman Islands Youth Parliament Celebrates Commonwealth Day
Members of the public are invited to attend the tenth annual Youth Parliament that will take place at the Legislative Assembly to celebrate Commonwealth Day on Monday, 13 March 2017 from 10.30 a.m.
Twenty five students from local high schools and tertiary education institutions will take over the Legislative Assembly for the day and will debate two topics during the proceedings that will follow the opening ceremony.
Cayman Islands: ORIA EXPANSION ADVISORY
Grand Cayman, Cayman Islands: The Cayman Islands Airports Authority (CIAA) would like to advise the public that the traffic flow around the Owen Roberts International Airport will be disrupted starting on Monday, 13 March in order to facilitate on-going construction work. As a result, one of the lanes on the main access road will be blocked off by traffic cones. Motorists are being advised to exercise caution around the area. The construction work around the main access road is expected to be completed in two weeks. The CIAA apologizes for any inconvenience caused and would like to thank the public for their patience during this time.

Led by Deputy Governor Franz Manderson, the event aims to raise $60,000 for the YMCA of the Cayman Islands.

RCIPS Statement regarding Cayman Islands police constables on suspension following conviction
Last Thursday, 9 March, the Court determined that the recent convictions of police constables Austin Etienne and Cardiff Robinson would not result in any custodial sentence, and further, that the convictions themselves would not be recorded.
Therefore, the suspensions of both constables that arose from those convictions have been rescinded, and they will be returned to active duty.
5.5 quake hits southern Caribbean, no damage reported

WILLEMSTAD, CURACAO – A 5.5-magnitude earthquake has shaken the southern Caribbean off the coast of Venezuela but caused no reported damage.
The U.S. Geological Survey said the earthquake hit Friday morning just before 10 a.m. local time about 40 miles (60 kilometers) southeast of Aruba. It occurred at a depth of a little more than 6 miles (10 kilometers) offshore from the city of La Vela de Coro.
The quake was felt as far away as the Venezuelan capital of Caracas, as well in Aruba, Curacao and other nearby islands. It followed a smaller earthquake that occurred in the same region before dawn on Friday.

English cricket’s proposed new city-based T20 tournament to duke it out with Caribbean Premier League

The two tournaments will take place over the summer holidays from 2020, meaning the world’s best cricketers must choose one or the other
English cricket chiefs have put more meat on the bone for their proposed new city-based T20 tournament , which will go head to head with the Caribbean Premier League.
On the day that the CPL draft took place in Barbados with all English players including Tymal Mills going unsold due to the tournament’s timing between August 3rd and September 9th, it was revealed that the world’s best players will have to choose between the two in 2020.
Players like Brendon McCullum , Kumar Sangakkara and Kane Williamson are all involved in the CPL, but they have English connections too and with the tournament set for the summer holidays, they can’t be in both places.

2 West Indies cricket legends to visit Cayman Islands
West Indies cricket legends Barbadians Gordon Greenidge and Desmond Haynes will be in the Cayman Islands in April for a fundraising golf tournament.
The “Legends Reunited” tournament will be on Fri 17 March, with a gala dinner the following evening Sat 18. Greenidge and Haynes will attend both events. All proceeds will benefit Cayman Cricket.
Private bank NCB Cayman has teamed up with Cayman Cricket to support the event as a gold sponsor.
Companies and individuals can get involved in the fundraiser by attending the gala dinner either at $1,500 for a table or $175 per person. The golf tournament, in which both the West Indies legends will play, costs $800 for a team of four.

CAYMAN ISLANDS: George Town Clinic Closures
The George Town general practice clinic will be undergoing necessary infrastructural repairs beginning on Monday, 13 March through to Sunday, 26 March. Normal functioning will resume on Monday, 27 March 2017.
As a result, there will be no appointments during that period. Acute care services (walk-in clinic) will continue as usual, although patients may not have the opportunity to see their regular primary care physician. There will be no changes to the process for registration and admission to the entrance of the clinic will also remain unchanged.
During this period of construction, patients are encouraged to continue to make appointments at the district clinics.
Patients’ patience and understanding during this time is highly appreciated. The Accident and Emergency services are open as usual, 24 hours every day.

Issuance of Cayman Islands Voter IDs Starts 1 April
In response to a number of queries, Elections officials state that they will start issuing Voter ID cards from 1 April 2017.
The revised voters’ list is scheduled to be out on 31 March incorporating all the verified changes and new registrations. This will be formalized in the final list of voters on 1 April. Following this, the new IDs will be issued.
Existing voters will have their verified details and photograph transferred on to their new cards which they will have to pick up at Elections Headquarters on Smith Road.
New registrants will need to have their photos taken by the Elections Office prior to the Electors ID cards being issued to them.

Projects can be messy to parents are encouraged to dress their children accordingly. The weekly drop in sessions take place in the NGCI Art Studio and are $5.00 per child and are designed for children ages 2yrs to 4yrs. Free guided tours of the temporary exhibition Upon the Seas – are available for students and youth groups of all ages at the National Gallery. Students will discuss the exhibition and get hands-on with interactive activity sheets. Topics covered include art, social studies, narratives, literacy and numeracy. A Night at the MuseumS!
Thursday, 16 March 2017, 5:30 PM to 7:30 PM at the Cayman Islands National Museum and 7:00 PM to 9:00 PM at the Cayman Catboat Club Museum. The tour of the Catboat Club begins at 7:45 PM.
Join us for a special maritime tour with the Cayman Islands National Museum (CINM) and the Cayman Catboat Club Museum (CCCM). The special event kicks off at CINM at 5:30 PM with a cocktail reception and open house of the museum’s latest exhibition, Legends of Scuba Diving. Then head to the Catboat Club for a special fish fry and tour of the facility. Go behind the scenes and learn all about maritime history and culture with museum professionals and catboat specialists. WORKSHOPS & FILM SCREENINGS
Beach-combing & Assemblage Art with Chris Mann
Saturday, 1 April 2017, 10:00 AM to 1:00 PM
Led by artist Chris Mann this workshop invites participants to create an environmental assemblage art piece which tells a story. Bring your beach-combing collection (driftwood, plastics, shells, bottles, fishing nets, etc., to produce your very own work of art while learning about form, narratives, and assemblage art. The workshop is $80.00 (members receive a 10% discount). Participants are asked to bring a piece of driftwood to create the base of their work as well as additional collected items from the beach. A Plastic Ocean – Film Screening
Saturday, 1 April 2017, Screenings at 3:30 PM, 5:30 PM and 7:30 PM
Released in 2016, A Plastic Ocean is an adventure documentary shot on more than 20 locations over four years. Explorers Craig Leeson, the film’s director, and Tanya Streeter, British-Caymanian-American world champion free diver, and a team of international scientists reveal the causes and consequences of plastic pollution and share solutions. Admission is free and refreshments including popcorn will be served. Donations welcome. Seating is on a first come first-served basis. The National Gallery Store works with NGCI curators and artists to find the very best products to support the temporary exhibition schedule. Throughout the exhibition, Upon the Seas, the NGCI Store will feature books, accessories, art supplies, and kids’ items that will inspire ingenuity and encourage one to make a BIG NOISE with a little creativity! NGCI members receive a 10% discount, plus additional sales on art supplies and merchandise will run throughout the exhibition.
GUIDED TOURS
National Gallery offers guided tours to enhance your experience and offer memorable moments. Led by NGCI curators or educators, tours provide additional insights and tell the stories behind the works of art and artists who created them. Custom tours and packages are also available – consider including a workshop, art class, or art documentary with your visit. The National Gallery of the Cayman Islands (NGCI) has a temporary access road while work is being done to improve site access as well as develop the front sculpture gardens. The access road is located off of Lawrence Boulevard and passes through the F.J. Harquail Cultural Grounds (Harquail Theatre). About the National Gallery of the Cayman Islands
Established in 1996, the National Gallery of the Cayman Islands (NGCI) is the country’s leading visual arts museum and education centre, charged with promoting and encouraging the appreciation and practice of the visual arts in the Cayman Islands. This mission is achieved through exhibitions, education/outreach programmes, school tours, community festivals, and ongoing research projects. Holding up to six exhibitions annually at our central exhibition space, and satellite venues around Grand Cayman and the Sister Islands, the curatorial team strives to create a balance between exhibitions of quality Caymanian artwork with art from further afield. This is achieved by working with a broad cross-section of artists and ranging from site-specific work to more traditional gallery-based projects.
NGCI is at the forefront of visual arts education in the Cayman Islands hosting 25+ education and outreach programmes monthly, across all three islands. These programmes aim to capture every age group in our community from the youngest pre-schoolers to senior citizens, in addition to marginalized members of our community. They combine arts education with enriching creative experiences which foster creativity, help build self-esteem, and provide effective and invaluable explorations of culture, cultural heritage, national identity and community values.
NGCI Site & Facility
The new National Gallery building is a 9,000 sq. ft. facility situated on the western side of the Esterley Tibbetts Bypass, close to Camana Bay town centre and adjacent to the Harquail Theatre. The new development is home to two temporary exhibition areas, an art studio, library, auditorium, sculpture garden, Art Café and Gift Shop, and a permanent gallery for the Cayman Islands National Art Collection.
As part of the National Gallery’s long-term business plan, an auditorium and multi-purpose event space have been incorporated into the design providing flexible venue options for conferences.
