Memorial Service for former Governor Thomas Russell Thursday 4 August
The Government of the Cayman Islands will pay its final respects to the retired and much respected former Governor of the Cayman Islands, the late Col. Thomas Russell, CMG, CBE.
The memorial service will take place this Thursday 4 August, between 8.00 a.m. – 8.45 a.m. on the lawn of the former Government Administration Building (Glass House).
The service will include tributes and reflections from those who knew or worked alongside Mr. Russell. Officials expected to attend include Her Excellency the Governor Helen Kilpatrick, Premier Hon. Alden McLaughlin, Deputy Governor Hon. Franz Manderson, Leader of the Opposition Hon. McKeeva Bush. There will also be representatives from the Veterans and JP Associations.
The general public is invited to attend the special ceremony.
In the event of inclement weather, the ceremony will take place inside the current Government Administration Building. Notifications will be broadcast and posted should this change of location be deemed necessary.
Cayman Brac Older Persons Meeting Rescheduled
The Focus Group meeting with older persons on Cayman Brac has been rescheduled.
The Brac meeting will now be held tomorrow (Wednesday, 3 August 2016) from 10 am-12 noon at the Aston Rutty Centre.
The Little Cayman focus group meeting remains unchanged. The meeting will take place on Thursday, August 4, 2016 from 6 to 8 pm at the Grouper Room, Little Cayman Beach Resort.
Greenlight Capital Re reports 2Q loss

GRAND CAYMAN, Cayman Islands (AP) _ Greenlight Capital Re Ltd. (GLRE) on Monday reported a loss of $63 million in its second quarter.
On a per-share basis, the Grand Cayman, Cayman Islands-based company said it had a loss of $1.69.
The property and casualty reinsurance service provider posted revenue of $87.8 million in the period.
Greenlight Capital Re shares have climbed 13 percent since the beginning of the year. In the final minutes of trading on Monday, shares hit $21.22, a drop of 24 percent in the last 12 months.

Cayman Islands lawyer sentenced to 3 ½ years prison sentence
Robert Aspinall (38), a former lawyer with accounting firm Deloitte, was sentenced to three-and-a-half years in HM. Northward prison for stealing approx. US$500,000 from two investment funds he managed during their liquidation in 2012 and 2013.
Aspinall had pleaded guilty.
Justice Timothy Owen said Aspinall would never work in the Cayman Islands finance industry again.
Aspinall had co-operated with the police and the Judge said it was “exceptional”. Because of that co-operation the sentence handed down was reduced from 5 ½ years.
The sentencing was last Monday Aug 1st.

Cayman Islands reef researchers are newest members of WCPA
The Central Caribbean Marine Institute (CCMI) has been admitted as a member of the World Commission on Protected Areas (WCPA), a subdivision of a larger environmental network — the International Union for Conservation of Nature (IUCN).
With over 2,500 members and spanning across more than 250 countries, WCPA provides strategic advice; working with governments and other environmental groups in the implementation of marine protected areas worldwide.
“It’s a perfect match,” said Carrie Manfrino, president of CCMI. “Like ourselves, WCPA is dedicated in carrying out its mission to declare more of our ocean areas protected. We look forward to confidently sharing our extensive knowledge on coral reef restoration and conservation with leading scientists from across the globe.”
As a member of the WCPA, CCMI is invited to attend IUCN’s World Conservation Congress in Hawaii this September. Held every four years, the event is an opportunity for members and partners to engage in public discussion on issues of relevance to the program through workshops, exhibitions, and lectures.
It boasts an impressive list of sponsors and supporters, including the National Geographic Society, the World Bank Group, the United Nations, and Sir David Attenborough.
Cayman Islands churches unite on family values
Churches in the Cayman Islands are taking a united stand on the Biblical basis for the establishing and ordering of family life in the Cayman Islands.
The Cayman Ministers’ Association (CMA) and the Adventist and other churches are jointly spearheading an initiative to raise awareness of Biblical teachings on the subject of family life. They have embarked upon a long-term awareness-raising, educational and spiritually enriching programme that will be launched on Sunday, 11 September, with an island-wide rally at the Lions Centre. This event is open to all residents.
The aim is to join forces locally and regionally to provide a platform for promoting traditional values, particularly in view of perceived efforts to change cultural values regionally and locally. In addition to the 11 September launch event, other initial activities include an essay and poster competition and youth initiatives organised within churches and nationally by a subcommittee of the Joint Committee.
“One of the reasons we are doing this now is that we have been late in coming together,” said Pastor Alson Ebanks, deputy chair of the CMA and senior pastor of the George Town Church of God Chapel, adding that many local churches and congregations have been engaged in awareness raising about departures from traditional, Bible-based values for some time now. However, there is now a pressing need for a collaborative effort of this magnitude, he said, explaining: “The time has now come; God has allowed us to come together to work collectively.”
Royal Caribbean Pushes Back Empress of the Seas’ Cuba Sailings

Royal Caribbean has pushed back its planned entry into Cuba yet again, after still not receiving permission from the country to cruise there.
As originally announced by cruise line president and CEO Michael Bayley in May, Royal Caribbean had originally hoped to have Empress of the Seas sailing Cuba itineraries from Miami by late July. With that in mind, Royal Caribbean had only announced Caribbean sailings for Empress through June. When permission was not forthcoming in the early part of the summer, the line opened nearly two more months of four- and five-night Caribbean cruises. Now Royal Caribbean has opened Caribbean bookings for Empress of the Seas through the end of October.
Carnival Corp’s Fathom is the only cruise line sailing to Cuba at present, but Lindblad Expeditions-National Geographic and Ponant have all received permission from Cuba to begin sailing to the island in late 2016 or 2017; Victory Cruise Lines and Pearl Seas are selling Cuba cruises, but have not received approval.

Caribbean Hospitality Industry Exchange Forum to be held Sept. 30

SAN JUAN – Once again, the Caribbean Hotel & Tourism Association (CHTA) will be carrying out the Caribbean Hospitality Industry Exchange Forum (CHIEF) Sept. 30 – Oct. 2 at El Conquistador Resort, A Waldorf Astoria Resort, in Fajardo.
CHIEF brings together owners and senior managers from Caribbean hotels with experts from companies who work with hoteliers to exchange ideas and share best practices.
This year’s program will expand its educational offerings by incorporating a technology track in addition to sessions in operations, environmental sustainability and sales & marketing. The educational tracks, led by experts in the travel, tourism and hospitality industry, provide CHTA’s membership with tactics to generate revenue and increase efficiency. Another program highlight is the professional development opportunities to be offered Sept. 30.
“We are developing a comprehensive program that will reflect core elements that our membership need in order to stay ahead of the curve with the goal of providing tools which employees at all levels in the tourism industry can implement when they return home to their property,” Karolin Troubetzkoy, president of CHTA, said in the published announcement.
“We’re incorporating peer-to-peer opportunities for our members and their employees to consider, share and adapt successful business models that drive incremental business and revenue,” Troubetzkoy added.
Registration for CHIEF includes access to the event, all educational sessions, conference materials, two lunches, coffee breaks and two receptions. Companies that conduct business with hoteliers can also exhibit at the event.

Rising consumption fuelled by a growing middle class has seen the amount of primary materials extracted from the Earth triple in the last four decades, according to a new report by the United Nations Environment Programme-hosted International Resource Panel (IRP).
The dramatic increase in the use of fossil fuels, metals and other materials will intensify climate change, increase air pollution, reduce biodiversity, and ultimately lead to the depletion of natural resources, causing worrying shortages of critical materials and heightening the risk of local conflicts,warns the report.
The amount of primary materials extracted from the Earth rose from 22 billion tonnes in 1970 to a staggering 70 billion tonnes in 2010, with the richest countries consuming on average 10 times as many materials as the poorest countries and twice as much as the world average.
If the world continues to provide housing, mobility, food, energy and water in the same way as today, then by 2050 the planet’s nine billion people would require 180 billion tonnes of material every year to meet demand. This is almost three times today’s amount and will likely create environmental impacts that may further raise the levels of acidification and eutrophication of the world’s soils and water bodies, increase soil erosion and lead to greater amounts of waste and pollution.
The report also ranks countries by the size of their per capita material footprints – the amount of material required for final demand in a country, an indicator that sheds light on the true impact of a country on the global natural resource base. It is also a good proxy for the material standard of living in a country.
Europe and North America, which had annual per capita material footprints of 20 and 25 tonnes in 2010, are at the top of the table. By comparison, China had a material footprint of 14 tonnes per capita and Brazil 13 tonnes.
Global material use has rapidly accelerated since 2000 as emerging economies like China undergo industrial and urban transformations that require unprecedented amounts of iron, steel, cement, energy and construction materials.
Looking to the future, the IRP warns that low-income countries will require increasing quantities of materials to achieve the same level of development experienced by high-income countries. This expanding demand for materials will possibly contribute to local conflicts like those seen in areas where mining competes with agriculture and urban development.

Cayman Islands: LCCL applicants must advise TBL board of Caymanian participation
In order to ensure that the law is upheld, procedural changes for the Local Companies (Control) Licence Law (LCCL) will come into effect on 1 September 2016.
The LCCL requires foreign investors to publish ads that solicit Caymanian participation in their potential business endeavours. In these ads, Caymanians are asked to inform the foreign investor of their interest, in writing; however, as of 1 September, Caymanians also must supply a copy of that letter directly to the Trade and Business Licensing Board.
Also, when submitting their applications to the board, foreign investors must include copies of the two local newspaper ads, published in accordance with section 11 (4) (e) of the law, that solicited Caymanian participation.
‘These procedural changes will help the board to know if the applicant has complied fully with the LCCL’, said Minister of Commerce Wayne Panton.
LCCL applications must be submitted in person at the Business Licensing Counter, on the first floor of the Government Administration Building. The counter is open Mondays to Fridays, between 9:00am and 4:00pm. In addition to the two newspaper ads, applications must be accompanied by due diligence such as a police clearance, copies of passports, references, and the relevant fees.

Cayman Islands’ District Focus Groups to Inform Older Persons Policy
Focus groups in all six districts of the Cayman Islands will allow persons aged 60 and over to provide input into the ongoing exercise to create an Older Persons Policy.
The focus groups for older persons, will take place throughout the Islands (Grand Cayman, Cayman Brac and Little Cayman) during the week of Monday 1 August to Friday, 5 August 2016. The group sessions will take place from 10 am–12 noon (Grand Cayman), unless otherwise mentioned. The venues and dates are:

The Minister of Community Affairs, Youth and Sports, Hon. Osbourne Bodden, JP, is encouraging all residents 60 and over to attend and participate in this very important policy initiative. “The more our seniors express their views and highlight issues, the better informed we will be when developing the policy,” he emphasised.
“The Steering Committee is continuing to consult and engage key stakeholders in the development of the National Older Persons Policy (NOPP),” explained Deputy Director in the Cabinet Office’s Policy Coordination Unit Deborah Webb-Sibblies.
Ms Webb-Sibblies added: “We thought it best to host the focus groups in each of the districts to ensure the older residents would be more comfortable speaking of the issues impacting them in their respective communities.”
Cayman Islands: West Bay Fire Station temporarily relocated
The crew, vehicles and equipment of the West Bay Sub Station are being temporarily relocated to the Ed Bush Sports Complex and will be dispatched from there when responding to respective incidents.
The move is to accommodate extensive repairs to the sub station. Work began on Monday 25 July 2016 and is expected to continue over a period of six weeks. There is no anticipated impact on the delivery of services or emergency response times due to the mandatory relocation. Residents are reminded to call 911 in the event of an emergency.

Roadworks continue in the Prospect and Red Bay areas; to reconfigure the Red Bay roundabout and enhance the east-west arterial.
Most work is being done during off-peak times to avoid disruptions to traffic.
While work is being done, one of the lanes will be open for traffic as usual, but drivers may also use an alternate lane, as directed.

The Department will resume normal operations on Monday 8th, August and will also remain open to the public until 7.00pm on Wednesday 3rd, August.

Cayman Islands Liquor Licence Holders: Remember your 19 August deadline
Liquor licence holders – including those with music and dancing licenses – are reminded of the Friday, 19 August deadline to apply for licence renewals.
They also are reminded that before they can apply for a renewal, their premises must be inspected by relevant Government agencies. Depending on licensees’ particular operations, these inspections may include the Fire Service, Department of Environmental Health, Planning Department, and Port Authority.
To help speed up the process, the Planning Department has advised that licensees must have inspections done by private, licensed plumbers and/or electricians. These inspections are then submitted to the Planning Department for approval.
The Planning Department added that there are a few exceptions. For example, package licences (for retail outlets such as stores and warehouses) do not require electrical or plumbing inspections.
Only complete renewal applications, with either inspection certificates or proof of inspection requests, that are submitted by the 19 August deadline will be heard at the Liquor Licensing Board’s annual session on 30 September.

Early Watercolours
Rarely displayed watercolour paintings from the early collections of the National Gallery of the Cayman Islands (NGCI) and the Cayman Islands National Museum (CINM) will be on show at the National Gallery throughout summer. The temporary exhibition titled, A Legacy of Light features a wide selection of landscapes, seascapes and architectural studies by both established and lesser-known artists from the Cayman Islands. The exhibition opens to the public 1 July 2016 and ends 16 September 2016.
Light & Colour Workshop
Take part in a special watercolour workshop with Lois Brezinski Saturday, 13 August 2016 – 1:00 PM to 4:00 PM. This intensive workshop explores the use of watercolours to capture the dramatic effects of light in the tropics. The workshop is designed for all levels and is open to adults and mature teens.
