Cayman: Cabinet Post Meeting Summary 30 April 2024

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 30th
April, 2024 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved in accordance with section 159 of the Companies Act (2023 Revision) for the following
    companies to make an application to the Grand Court for restoration to the Cayman Islands
    Register of Companies: Red Gate Garage Ltd; Silk Road Southeast Asia Real Estate Ltd; Eagle
    Strategic Fund SPC; Silver Patina Limited; Thai Properties Inc; Razorback; and HWA WOEI
    (Cayman) Laminate Corp;
  • Approved the appointment and re-appointment of the following persons to the Air Transport
    Licensing Authority: Michael Adam – Chair; Andre Scott – Deputy Chair; Susan Parsons –
    Member; Paula Cribb – Member; Carson (Denny) Ebanks – Member; Marcus Cumber – Member
    and Nicoela McCoy – Secretary;
  • Approved in accordance with section 12 of the Public Authorities Act (2020 Revision) and section
    12 (1) of the Monetary Authority Act (2020 Revision) the appointment of Mr. Langston Sibblies,
    KC, JP, Notary Public as a Director of the Cayman Islands Monetary Authority’s Board;
  • Reviewed and noted the Nineteenth Annual Report of the Law Reform Commission and authorised
    the Hon Attorney General to table the Report at the next meeting of Parliament;
  • Approved in accordance with section 11(4)(e) of the Public Authorities Act, the termination of the
    appointment of Keith Myers as a Member of the University College of the Cayman Islands Board
    of Governors;
  • Approved the following:
    o Transfer of the following privately-owned road parcels to the Crown and dedicating a 30-
    foot vehicular right of way in favour of the general public over each: Block 4B Parcel 463,
    Block 4B Parcel 490, Block 4B Parcel 491, Block 4B Parcel 580, Block 4C Parcel 590,
    Block 4E Parcel 724, Block 9A Parcel 689, Block 9A Parcel 851 and Block 25C Parcel
    374;
    o Transfer of the following privately owned parcels designated Land for Public Purposes to
    the Crown: Block 4B Parcel 545, Block 4B Parcel 561, Block 38B Parcel 557 and Block
    38C Parcel 127;
  • Approved for the Ministry of Border Control, Labour and Culture to implement the Centralised
    Migrant Housing Project and in accordance with section 12 of the Public Management and Finance
    Act (2020 Revision) approved for the supplementary request to increase NSG 38 by CI$2,406,600
    to be brought to Parliament for approval;
  • Approved the waiver of import duty on all automated Defibrillators and their consumable
    maintenance items being imported into the Cayman Islands;
  • Approved the Declaration of classification of land as public road, as defined by Prescribed
    Composite Map No 356 in accordance with section 5 of the Roads Act (2005 Revision);
  • Approved the Proceeds of Crime (Amendment) Act, 2023 (Commencement) Order, 2024; and
  • Noted the tax exemption statistics for March 2023.
